vehicles that had them fitted as standard, it has to be good thing as diesel owners often remove these filters to the detriment of pedestrians and air quality in particular

From my understanding only vehicles' factory fitted as standard, a particulate filter, latter removed by owner are affected. This does not include all diesels from year dot.

mine was manufactured in Oct 1991 and even without it fitted passes the emissions test, but I still have it

Any vehicle manufactured prior to Sept 2001 (approx) doesn't require a type approved cat. That means that you can fit any after market cat to be legal.
